At the plenary from the 10th National Harm Reduction Conference, Baltimore, MD. Kasia Malinowska-Sempruch, Director of the Global Drug Policy Program, Open Society Foundations poses the question "Is the 2016 United Nations General Assembly Special Session (UNGASS) on Drugs an Opportunity to Change the World?"

She compared the HIV/AIDS Conference in 2001, in which the international community failed to bridge the health gap between the rich countries and Global South, with the UNGASS 2016, and encouraged civil society participation to take part in the debate.
