Gov. Mike Pence of Indiana has declared a public health emergency over an outbreak of H.I.V. in the southeastern part of the state.

 79 cases of H.I.V. have been identified since December of 2014 in a rural area just north of Louisville, Kentucky. These cases have been linked to intravenous drug use.

Pence has long been an opponent of needle exchanges, but said a temporary program was needed in the face of the current crisis. A 30 day program has been authorized. This allows drug users to trade in used needles for sterile ones.
